The Department requires an approach to IT modernization that provides for a supply chain that is highly-secure, while flexible enough to deploy technology in a timely and efficient manner. These challenges range from the constraints of the diplomatic pouch system to constantly evolving requirements needed to properly support our diplomats as they advance US interests around the world. Additionally, vendors must have the ability to identify and retain key incumbents and transition GITM operations with zero interruptions.

Department of State experience:
BE has supported the Department since 1998 across 19 of the 28 Bureaus with up to 350 employees, including performance awards and recognition from IRM & AQM in 2008, 2011, and 2014. Specific relevant experience includes:

  • Through the Vanguard 2.3.1. and 2.3.2 programs, BE managed the DOS’ enterprise information technology applications and infrastructure, and received ‘Outstanding’ CPARS for performance on both.
  • BE manages CGFS’ secure supply chain process and solution for deployment of equipment, including implementing automations to reduce cost and increase efficiency.
  • BE is assisting IRM with implementation of policy for Supply Chain Risk Management.
  • BE is currently providing services to the following bureaus: African Affairs, Budget and Planning, Comptroller, Global Financial Services, Consular Affairs, Foreign Service Institute, Global Talent Management, Information Resource Management, and the Office of the Inspector General.

 

Large Scale Supply Chain Management Experience
The Department of Labor awarded BE a contract to support and modernize the information technology infrastructure of 125 Job Corps centers across the country. This program has many similarities to the GITM program, including procuring, integrating, shipping, installing and maintaining core network hardware across a large enterprise. BE deploys and maintains nearly 400 routers and core switches, over 4,000 access switches and 5,600 wireless access points. BE manages the Job Corp Data Center in Austin, TX. The Data Center supports 1,300 VMs, 100+ SAP Sybase and SQL databases processing 20 – 25M daily transactions and enterprise backup and recovery, including Google cloud storage for long term backups. Additionally, BE operates a large Software Development team for Job Corps as well as the Job Corps Technical Assistance Center which handles 80,000+ support calls annually. BE successfully transitioned over 100 incumbent staff in less than 60 days during the height of the pandemic.
