GWACs

CIO-SP3 (UNRESTRICTED)
CIO-SP3 (unrestricted) is a multiple-award, indefinite-delivery, indefinite-quantity (IDIQ) Government-Wide Acquisition Contract (GWAC) offering a full range of quality contracting services for information technology services and solutions.

GSA MAS CONSOLIDATED SCHEDULE (FORMERLY SCHEDULE 70)
The GSA MAS Consolidated Schedule is the largest and most widely used acquisition vehicle in the federal government. It is an indefinite delivery/indefinite quantity (IDIQ) multiple award schedule that grants agencies direct access to technical experts, products and IT solutions to address the government IT Community’s information technology needs.

8(a) STARS III – BrightPoint JV
Through BE’s Joint Venture with i3, this Best-in-Class 8(a) STARS III GWAC is a small business set-aside contract that provides flexible access to customized IT solutions from a large, diverse pool of 8(a) industry partners.

Agency Vehicles

DIA SITE III (UNRESTRICTED)
BE is a prime contractor on the Defense Intelligence Agency’s (DIA) Solutions for the Information Technology Enterprise III (SITE III) Multi-Award, Indefinite Delivery/Indefinite Quantity (MAIDIQ) vehicle. This third-generation contract is the recompete of DIA’s E-SITE vehicle and has a total funding ceiling of $12.6 Billion with a 10-year period of performance that extends through 2031. SITE III is designed to procure a wide range of solutions to support the DIA and National Geospatial-Intelligence Agency (NGA).

SEAPORT-NXG
This category consists of supporting the application of engineering disciplines to technically support the research and development of new and existing Naval capabilities and systems, technically support development of significant alterations to existing systems, support integration and interface of existing equipment or software into different applications or platforms to support the warfighter, and support evaluation of foreign or non-developmental systems, equipment, and technologies.

FBI IT-SSS BPA
BE is a prime contractor on the FBI Information Technology Supplies and Support Services (FBI IT Triple S) Indefinite Delivery Indefinite Quantity (IDIQ). The FBI IT Triple S contract is an 8-year IDIQ contract with a total contract ceiling of $30 Billion, a period of performance from January 1, 2011 through October 31, 2018, and zero fees applied for vehicle use. IT Triple S is available FBI-wide and to all Department of Justice (DOJ) component agencies. Individual requirements are completed via Task Order Requests (TORs). Labor hour rates are based on rates published in the prime contractor’s GSA Schedule 70 contract and TORs. A variety of contract types are available including time and materials (T&M) and firm fixed price (FFP) with or without incentive fees.

BrightPoint JV – FBI Subject Matter Expert (SME) IDIQ
Since the attacks on September 11, 2001, the FBI has dramatically increased the number of resources dedicated to intelligence, counterintelligence, counterterrorism, and criminal investigations. Due to the limited pool of eligible SMEs in the LE/IC areas, the FBI established a multi-award contract vehicle designed to provide SMEs across a variety of demonstrated areas of operational intelligence expertise to assist with the support and operation of various programs and projects. These distinct and specialized SMEs will supplement the FBI government staff and enhance the Bureau’s ability to perform its mission overall.

Other Transaction Authority (OTAs)

An Other Transaction Agreement (OTA) is an acquisition instrument which allows agencies to enter into transactions “other than” standard Government contracts, grants and cooperative agreements.

As an alternative to the complex Federal Acquisition Regulation (FAR), which may discourage small businesses and other non-traditional contractors from seeking to work with the Government, OTAs provide a commonsense, flexible, and user-friendly way of linking buyers and sellers of advanced technologies through a rapid, efficient and cost-effective acquisition instrument. An OTA replaces nothing. It simply is an additional tool that Congress has authorized to help Government program managers accomplish their missions.

OTAs offer great flexibility in tailoring the terms to a particular project and the needs of the participants, achieving the best approach to fulfilling the Government’s technology needs. Projects can therefore be awarded more quickly and cost-efficiently and engage more small and large businesses, as well as academic institutions.

INFORMATION WARFARE RESEARCH PROJECT (IWRP)
The Information Warfare Research Project (IWRP) has established an Other Transaction Agreement (OTA) to engage industry and academia to develop and mature technologies in the field of Information Warfare that enhance Navy and Marine Corps mission effectiveness. Join IWRP to access business and research opportunities focused on advancing information warfare research projects.

CONSORTIUM MANAGEMENT GROUP (CMG)
Consortium Management Group, Inc. (CMG) is a nonprofit corporation created to serve as a highly responsive, transparent, and accountable consortium manager.

CMG currently manages three OTA consortia: Consortium for Energy, Environment and Demilitarization (CEED); Consortium for Command, Control and Communications in Cyberspace (C5); and Naval Aviation Systems Consortium (NASC). Each holds a Section 815 OTA, which provides the legal framework and contractual means for members to collaborate with government customers to provide innovative solutions within the respective technology domains.
